Alternative 2 Detention

Program Purpose

The purpose of the Hearts of Hope ATD Residential Program is to:

Reduce recidivism by providing early intervention and community-based care.

Provide a safe alternative to juvenile detention for low- to moderate-risk youth.

Promote behavioral change through mentoring, structure, and individualized support.

Support court compliance while meeting each youth’s emotional, social, and educational needs.


Target Population

Males aged 12–18 who are court-ordered or referred by juvenile probation or social services.

Youth identified as low- to moderate-risk who do not pose a danger to themselves or others.

Youth experiencing family instability, school issues, behavioral concerns, or substance use who benefit from a structured, supportive setting rather than incarceration.


Core Program Components

24-Hour Supervised Residential Care

Safe, home-like environment with consistent daily routines.

Professional staff trained in trauma-informed care, crisis de-escalation, and restorative practices.

Behavioral Accountability & Restorative Practices

Daily goal-setting and progress monitoring.

Restorative circles, peer accountability meetings, and community service projects to repair harm and rebuild trust.

Case Management & Individualized Planning

Each youth receives a comprehensive intake assessment and an individualized service plan focused on personal growth, education, and family reunification.

Coordination with probation officers, courts, and family systems.

Counseling & Life Skills Development

Weekly individual and group counseling with licensed mental health professionals.

Life skills training: anger management, conflict resolution, decision-making, and financial literacy.

Education & Vocational Support

Partnership with local school districts and online education programs.

GED preparation, tutoring, and workforce readiness training.

Family Engagement & Reunification

Family therapy and structured visits to promote healthy relationships.

Parental education and support groups to strengthen home environments.

Community Involvement & Mentoring

Volunteer mentors from faith-based and civic organizations.

Participation in local service projects and community restoration initiatives.


Program Goals & Outcomes

Goal 1: Reduce juvenile detention rates by providing a safe, rehabilitative alternative.

Outcome: 80% of participants complete the program successfully without reoffending.

Goal 2: Support positive behavioral change and accountability.

Outcome: 90% of youth demonstrate improved behavior, decision-making, and conflict resolution skills.

Goal 3: Strengthen family and community reintegration.

Outcome: 75% of participants transition successfully back to family or community placements.

Goal 4: Improve educational engagement and success.

Outcome: 85% of participants show improved academic performance, attendance, or GED completion.


Staffing & Oversight

Program Director: Oversees operations, compliance, and court coordination.

Residential Counselors: Provide 24-hour supervision, mentorship, and daily support.

Case Manager: Coordinates service plans, progress reports, and family communication.

Mental Health Therapist: Conducts assessments, therapy sessions, and crisis intervention.

Educational Liaison: Ensures school enrollment, tutoring, and academic progress.


Program Duration

Average stay: 30 to 180 days, based on court orders and individual progress.
Transition plans are developed for all youth to support ongoing stability, employment, or reunification post-discharge.
